Safety & Operational Risk Department, Cathay Subsidiary Services provides services to Cathay Pacific Airways Limited and its subsidiaries (the ‘Company’), including but not limited to Cathay Cargo Terminal ('CCT'), Cathay Pacific Catering Services (H.K.) Limited (‘CPCS’), Hong Kong Airport Services Limited (‘HAS’) and Vogue Laundry Service Limited (‘VLS’).
Responsibilities
Managing operational safety and security in ramp operations to comply with all requirements of ISAGO, regulatory agencies and aviation security regimes with a view to preserving the company’s reputation and commercial advantage.
Demonstrating an excellent safety and security behaviour and attitude, recognizes and reports hazards and promote effective safety and security reporting.
Conducting and/or supervise safety and security inspections, audits and risk assessments for ramp cargo operations, and provide written reports accordingly and recommend new and improved processed that enhance safety and security levels.
Assisting MSS to provide proactive suggestions and instigate safety and security enhancement programmes with a view to mitigating safety and security risks of ramp operations.
Investigating cargo safety and security accidents and incidents. Report the subsequent findings of such investigations to the senior management through SSM and make recommendations to prevent recurrence.
Assisting MSS to direct the day-to-day operations of the departmental personnel to ensure that the section is both efficient and effective.
Assisting MSS to manage and enhance the SMS and SeMS pertaining to ground/ramp safety and security matters.
Developing programmes, delivering training, preparing publications and promoting awareness in relation to ramp safety and security throughout the company, in consort with the MSS.
Managing and monitoring the day to day ramp safety and security operations as per the required level of service standards.
Ensuring the safety and security operations within his/her shift is carried out smoothly and orderly.
Ensuring all safety and security system and equipment are properly maintained.
Being member to the HAS Safety Review Committee (HSRC).
Publishing and disseminating ramp safety and security information and the quarterly ramp safety and security review.
Undertaking safety and security research and projects on behalf of SSM and senior management.
Managing the HAS safety and security database, to ensure all related records are complete, correct and auctioned in a timely manner by the appropriate personnel, and ensure reporting compliance with Hong Kong legislations.
Carrying out safety and security information analysis.
Liaising with CAD, AA, LD and other regulatory agencies on matters pertaining to ground/ramp cargo safety and security.
Supporting other CX subsidiaries for matters of safety and security and completes other projects/assignments as directed by the Assistant Safety and Security Manager.
Performing any ad hoc duties as assigned by the Management.
Requirements
Tertiary education with safety and security or equivalent qualification.
Attended formal training in Registered Safety Officer (RSO), SMS is an advantage.
Holder of Hong Kong Driving License, at least full Class 1.
Sound knowledge of safety and security management principles.
Good written and verbal communications skills.
Well-developed interpersonal skills and good analytical skills.
Computer literacy.
Ability to relate to all levels, both inside and outside the organization.
Ability to work independently.
Leadership skills and an authoritative approach.
